I have now seen the precedent mentioned by the Governor in despatch at (1) (the Innexed Volume N°3 gigas). The Sham Shui Po exchangeşt

was recommended by the Governor, who formarded a memorandum setting out the conditions of the proposed exchange. The Governor asked for (and obtained) approval to effect exchangeo in similar cases (Despatch 180 of 21/5/14 from Hory Kong and 152 to Hon the present case
